The Buena Vista Board of Trustees (BOT) will hold their regular bi-monthly meeting at 7:00 p.m. today, Tues. Feb. 28 in the Pinion Room of the BV Community Center.

The meeting will be preceded by a 5:30 Work Session regarding the Carbonate Street Deed Restrictions. The Board will hear presentations from staff and developer Fading West and have a discussion regarding the variables that impact the levels of housing affordability that can be achieved in the first phase of the Carbonate Street development. Note that the board will not make any decisions during this Work Session.

During the 7:00 p.m. regular meeting, the trustees will consider and adopt Resolution No. 18, Series 2023 appointing Andy Krawciw as a regular voting member and vice chairman, and William DeLay as an alternate member of the Central Colorado Airport Advisory Board. This resolution will also renew Wayne Lee and Bob Dimmit as regular voting members.

The BOT will hear a staff report from the BV Planning and Recreation Departments, followed by a public hearing regarding the rezoning of four town-owned properties from R1 to Open Space/Recreation (OSR). The lots, known as 155,156,169, and 179 of Sunset Vista Filing, would be rezoned from low-density residential (R-1) to Open Space/Recreation (OSR) to become the Billy Cordova Memorial Park and Trail.

If approved, the BOT would consider the adoption of Ordinance 03, 2023, which will amend the town’s official Zoning Map.

A previously scheduled public hearing regarding the CO Center Rezone has been continued to March 28, 2023.

Moving on to general business items, the BOT will discuss the adoption of Resolution No. 19, Series 2023 supporting a Community Impact Grant application by Great Colorado Outdoors (GOCO) to fund the Billy Cordova Memorial Park and Trail construction. The park and trail will be accessible from South Pleasant Avenue for bicyclists, and the long-term plan will extend the trail all the way to the Rodeo Grounds. A special feature of the park will be a mural to honor the service of the area’s first responders, in memory of Cordova.

Chaffee County Fire Protection District Battalion Chief Billy Cordova, died tragically as a result of his injuries from a deadly motorcycle crash in July of 2022. While the park and trail had already been in the planning stages, the decision to name it after Cordova was made shortly after his death, after serving the Chaffee County Fire Protection District for 33 years.

The BOT will then move on to staff reports from the Town Treasurer and Recreation Supervisor. The final agenda item is an executive session to consider a general personnel matter, not specific to any one person.
