In 2016, Chaffee County commissioned Economic & Planning Systems, Inc. to conduct a county-wide Housing Needs Assessment and Strategy. Following the release of the report a grassroots movement of concerned citizens and housing advocates formed a Housing Policy Advisory Committee, who, through an Intergovernmental Agreement between all participating jurisdictions, has become a formal advisory body to the Board of County Commissioners.
