A joint work session of the Chaffee Board of County Commissioners and the Planning Commission is scheduled to begin at 4 p.m. Tuesday, Feb. 25 in the Commissioners Meeting Room at 104 Crestone Ave. in Salida. On the agenda are two items, both of which have generated public interest across the county. The first agenda item is the county’s definition of what constitutes an outfitting facility.

The topic was first raised nearly two years ago, when the county rejected a citizen-generated proposed amendment to the county’s land use code to clear up the definition of what constitutes outfitting services.

That proposal suggested the county adopt the Colorado state statute regarding the definition of an “outfitter” and the definition of “outfitting services.”

Based on those proposed definitions, county staff has developed a chart covering proposed changes to Table 2.2 in the Chaffee Land Use Code, redefining uses and the proposed level of review to which each use should be subjected.

County staff recommends rejecting state outfitting definitions

The second work session topic is whether to allow a text amendment proposal to proceed that would reduce setbacks for marijuana grow operations. At present, marijuana facilities have the toughest setback requirements in the county; significantly more than for mining operations or industrial manufacturing facilities.

A previously scheduled review of a complex business development during the regular Planning Commission schedule has requested a continuance until March 31, 2020. That application includes three limited impact reviews including an outfitting facility, a seasonal employee campground, and a public campground that would include cabins and tent sites.

Also during that regular session the Planning Commissioners are scheduled for a training session conducted by County Attorney Jennifer Davis.
