The Salida City Council work session, normally scheduled for Monday will instead be held at 5:00 p.m. on Tuesday, Nov. 1.

The single agenda item is a presentation by the City Clerk’s office. It will lead off with the mission of the Clerk’s Office followed  by a recap of the services provided to support the City Council as well as manage the Salida Municipal Court.

Statistics and performance measures will be given showing the scope and volume of transactions performed in this, the most highly visible, general public contact function in the city.

Accomplishments for 2022 will also be explained as well as a look ahead to 2023. The public is welcome to join in person at City Hall Council Chambers, 448 East First St. Suite 190 or, or to register in advance for the GoToMeeting session.

Nov. 1 Meeting Continues with Regular Council Session

At 6:00 p.m. the meeting will continue in the same location with the regularly scheduled, bi-monthly agenda, whose complete packet is here. The GoToMeeting session changes to this link.

Following the consent agenda, citizen comment will provide up to three minutes per speaker to address the council on topics that are not already part of a scheduled public hearing. Unfinished business and new business/action items will be heard after citizen comment.

Ordinance 2022-19 to be Continued to Nov. 15

A second reading and public hearing for proposed amendments to the Land Use Code Section 16-4-180 related to zoning variances was planned for this session but with a missed legal notice deadline, it is now continued to Nov. 15.

Public Hearing for Amplified Noise Permit – Tres Litros Beer Company

The applicant has requested five additional events extending beyond the already permitted season which ends Oct. 31; thus requiring a public hearing and council approval. Previous complaints regarding noise were due to indoor music that was broadcast through the neighborhood from open doors during the summer months after 10:00 p.m. Staff has recommended (as with the recent 146 Taphouse permit approval) that “indoor music shall not be broadcast outside of the venue through open doors or windows after the ending times noted.”

Ordinance 2022-20 Addresses River Ridge and Dutch Run Subdivisions’ Zoning Issues

The proposed ordinance requests rezoning nine Lots within the River Ridge and Dutch Run Subdivisions to R-3 (High-Density Residential). The Planning Commission reviewed the request at a public hearing on October 24th and unanimously recommended rezoning of the lots from their current mix of R-3 and R-4 to R-3 to clean up a patchwork of zoning in the area. This is a first reading and if approved, sets a public hearing for Nov. 15, 2022.

Council, Mayor and Attorney Reports and a Motion to go Into Executive Session

After hearing reports, council members may entertain a motion to go into Executive Session “for the purpose of discussing potential development of city-owned property and related development agreement for affordable housing purposes.”
