The Salida City Council will hold the seconding reading and public hearing on Ordinance 2021-05 which would annex a parcel (known as the Upchurch Annexation) during their regular meeting beginning at 6:00 p.m. April 20. This is followed by the second reading and public hearing of the rezoning of the Upchurch property as Medium residential or R-2.

Council will also host the second reading and public hearing on Ordinance 2021-04 which would approve the transfer and conveyance of property located at the intersection of M Street and West Third Street from the City of Salida to the Chaffee Housing Trust.

New business items include a discussion on Resolution 2021-12 which would approve a citizen appointment to the historic preservation commission. Council will also hold the first reading of Ordinance 2021-07: approving loans from the Colorado Water Resources and Power Development Authority (“CWRPA”).

The City of Salida has planned and budgeted for improvements at the Pasqualle Water Treatment Plant Site as well as the Gallery Water Treatment Plant transmission main piping titled the “Low Zone Water Line Replacement Project”. Design, environmental, regulatory clearances, and other due diligence has been underway for these projects.

These improvements are proposed to be funded through a low interest Direct Loan (1.5 percent) in the amount of $4,184,000 provided through the Colorado Water Resources and Power Development Authority (CWPRDA). This funding mechanism has been utilized for other large water projects within the City. The City was also the recipient of a principal forgiveness loan for the Design and Engineering (D&E) component of the project in the amount of $241,450
