With Salida City staff observing the Juneteenth holiday on Monday, June 20, their offices in the Touber Building will be closed and the City Council Work Session moves to 5:00 p.m. on Tuesday, June 21 just ahead of the regular Council meeting at 6:00 p.m.

As a follow up from the May 2022 City Council Retreat, City Attorney Nina Williams will facilitate a discussion of potential ballot measures for the November, 2022 General Election. One would propose to transfer the ownership of the Salida Community Center from the City to its operators, Salida Senior Citizens, Inc. a Colorado nonprofit.

Two other potential measures are aimed at accelerating the development of and funding to promote affordable housing in the city. One would impose a flat, annual fee on owners of short term rental license properties. The second would increase the current ($4.82 per night), occupational lodging tax (OLT) paid by those businesses leasing or renting short-term accommodations.

Finance Director Aimee Tihonovich will then present the 2023 Budget Development Kickoff. City staff have already developed “base budget” levels to determine spending needed for ongoing operating expenses. These are designed to provide sufficient funds to continue the operations of existing programs. With this information, estimates of funds that might be available for capital spending, special projects and other new needs can be projected.

Continuing a trend from 2022, staff is forecasting revenues conservatively and in addition, taking into account the sharp rise in inflation seen this year, especially for capital equipment and construction projects. Council will be asked to reflect on the priorities they set in their 2022 Retreat and provide guidance for staff and department heads as they outline their needs for 2023.
