The Buena Vista Board of Trustees is set to meet at 7:00 p.m. Tuesday, September 12 at the Buena Vista Community Center (715 East Main Street).

The meeting agenda includes an update on the Chaffee Housing Authority, consideration of a revised agreement for School Resource Officers (SRO), consideration of a revised easement with Xcel Energy at Dryfield Farm, and a budget amendment concerning a lot in Carbonate Street Phase Two.

Business Items

Chaffee Housing Authority (CHA) Executive Director Ashley Kappel will update the board on CHA’s activities.

The Board will also consider a restated Intergovernmental Agreement (IGA) for the Law Enforcement School Partnership Program (LESP). The restated IGA with the Buena Vista School District would replace the existing School Resource Officer agreement if approved.

The Board will consider approving a revised offer from Xcel Energy for a restated easement and temporary construction easement on the Dryfield Farm Property.

The Board will consider amending the 2023 budget to pay a $18,125.10 deposit to the court upon the final ruling for the condemned triangle parcel in Carbonate Street Phase Two. The Town will attempt to recover the deposit if nobody claims ownership after one year.

Consent Agenda

The consent agenda for the September 12 meeting includes approval of Trustee meeting minutes from August 22, Beautification Advisory Board minutes from July 6, Planning and Zoning Commission minutes from July 19, and a resolution to approve a professional services agreement with Vallerian LLC for the final design of Billy Cordova Memorial Park.

Staff Reports

The Board will hear staff reports from the police chief, planning director, public works director, and fire chief.

The Board will move into two executive sessions. to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators, pursuant to C.R.S. § 24-6-402(4)(e), first concerning the Sangre de Cristo Electric Association Wildfire Fire Mitigation and Vegetation Management Program first discussed on August 22,  and second concerning the Purchase Agreement for 50 acre-feet of water from the Upper Arkansas Water Conservancy District.
