The Buena Vista (BV) Board of Trustees will meet on Tuesday, April 9 in the Pinon Room of the BV Community Center (715 East Main Street). Up for discussion are two continued topics related to developments for the Topside Business Park and Alpine West (Stackhaus LLC).

The Board is expected to make its decision regarding the Topside Business Park Annexation after previously continuing the discussion and holding a work session to get some answers about the potential annexation.

While the BoT has expressed appreciation for the Topside Business Park’s vision, concerns about traffic and infrastructure costs have thus far prevented the Board from approving the annexation agreement.

The proposed business park would be located along County Road 317 near Antero Circle. The property is currently vacant but was formerly the lagoons for the Buena Vista Sanitation District. These lagoons were retired in 2003 and remediated under the supervision of the Colorado Department of Public Health and Environment.

Also continued from the previous meeting is a decision on the Water Service Agreement with Alpine West. The BoT decided to continue the discussion to allow time to implement updated language in the agreement to make the Board more comfortable with the development’s commitment to affordable housing in the project.

The development is located at 15750 County Road 306 (across the street from nonprofit Mini Blessings). In May 2023, the BoT approved a nonbinding letter of support indicating their willingness to help provide the development’s water through town infrastructure after the attempted annexation failed.

For this county development, Alpine West would be purchasing its own water from the Upper Arkansas Water Conservancy District (UAWCD) which would be provided to the Town as augmentation certificates. The Town would then provide the purchased water through their infrastructure to the development.

The Board seemed inclined to approve the agreement at the previous meeting with the addition of language indicating the water would provided through town infrastructure as long as the development remained substantially consistent with it’s proposed plan that includes significant affordable housing.

The final business item for Tuesday’s meeting is actually two resolutions that the Board will consider to issue Notices of Award to A-1 Chipseal Company for the 2024 chipseal project and to S&S Unlimited for the 2024 streets paving project.

Community members can attend the meeting in person or virtually on Zoom through the link in the agenda packet, which is available on the Town’s website here. Community members can share their thoughts for three minutes via Public Comment.

The Board will consider approving the consent agenda, which includes minutes from the March 26 BoT, February 20 Airport Advisory Board, February 6 Trails Advisory Board, February 22 and March 21 Water Advisory Board, and March 20 Planning and Zoning Commission meetings.

Staff reports are expected from the Police Chief, Planning Director, and Public Works Director as well as a presentation from new Fire Chief Blain Schumacher from the Chaffee County Fire Protection District.

Also, those that wish to speak virtually can click the “raise hand button” or press *9 when Mayor Libby Fay asks for public comment during the meeting. The next scheduled BV BoT meeting is 7:00 p.m. on Tuesday, April 23. The Board members elected during the April 2 election will take their seats at this meeting. Unofficial results indicate the elected trustees will be Andrew Rice, Devin Rowe, Micha Rosenoer, and Maggie Huyck.
