The Buena Vista Board of Trustees (BOT) will meet at 7:00 p.m. on Tuesday, November 28 at the Buena Vista Community Center (715 East Main). The public hearing series on the 2024 draft budget for the town will include a presentation from Chaffee County Community Foundation Executive Director Betsy Dittenber on their 2024 budget requests.

The BOT’s discussion on the budget will continue with finalizing the prioritization of projects for the new year.

The Board will also have the first reading of the proposed Building Code Ordinance and set a public hearing for its adoption.

The ordinance repeals and reenacts “Articles II, III, IV, V, VI VII, XII, XIII, XV, XVI, XVIII, and XIX of the Buena Vista Municipal Code to adopt by reference the 2021 International Building Code, 2021 Mechanical Code, 2021 International Plumbing Code, 2021 International Energy Conservation Code, 2021 International Fire Code, 2021 International Fuel Gas Code, 2021 International Existing building Code, 2021 International Property Maintenance Code, and 2021 International Swimming Pool and Spa Code.”

The ordinance will also amend Chapter 18 of the Buena Vista Municipal Code by adding a new article to adopt the 2023 Colorado Model Electric Ready and Solar Ready Code. The Trustees held a work session on November 14 regarding the codes. The full video of this session is available on YouTube here.

The Board will also consider approving the language for the upcoming April 2024 ballot question to change BV municipal elections to November to coincide with the county. If approved, BV elections would move to the first Tuesday in November starting in 2026 and elected officials whose terms were set to end April 2026 would have those terms extended to November.

Other Business Items Include Fee Schedule, Sportsmen Club Lease Agreement Renewal

The Board will review proposed changes to the Town of Buena Vista 2024 Fee Schedule. Areas with suggested changes include the Town Clerk, Airport, Public Works, Recreation, and Police Departments.

The BOT will consider approving a renewal request for the lease agreement with the Buena Vista Sportsman’s Club.

Town Attorney Jeff Parker will provide information on Per- and Polyfluorinated Substances (PFAS) and advise the BOT on legal considerations in opting out of certain class action settlements related to PFAS.

The Town Clerk will confirm for the record that the Topside Annexation Petition has been received by the Board.

Consent Agenda, Staff Reports, and Other Presentations

The consent agenda includes minutes from the previous BOT meeting, Trails Advisory Board, Recreation Advisory Board, and Water Advisory Board. Also included in the consent agenda is the approval of the Town Clerk Report, adoption of a resolution to approve the public improvement agreement with Krasnow, LLC for a property on South Main, and a resolution appointing Randy Potterson and Jason Maher as regular voting members of the Trails Advisory Board.

Staff reports will be delivered by the Town Administrator, Town Treasurer, Recreation Director, and Airport Manager.

The Chaffee County Fire Protection District will provide an update to the Board.

According to the agenda, the board will move into “An executive session to hold a conference with the Town’s attorney to receive legal advice on specific legal questions, pursuant to C.R.S. § 24-6-402(4)(b), concerning regulating tree pruning and destruction on private property.”

Members of the public are encouraged to attend the meeting either virtually or in person to provide public comment on agenda items or other important matters.
