The Chaffee Board of County Commissioners (BoCC) will meet for a regular session beginning at 9:00 a.m. Tuesday, July 11 in the Commissioners Meeting Room at 104 Crestone Avenue in Salida.

On the agenda is the approval of a new Intergovernmental Agreement (IGA) among Chaffee County, the Town of Buena Vista and the City of Salida Regarding SWAT Engagements and Resources. “SWAT” stands for “special weapons and tactics (originally special weapons assault team)”.

SWAT teams are law enforcement tactical units that use specialized or military equipment and tactics. They were first created in major cities in the 1960s to handle riot control or violent confrontations with criminals. The number and usage of SWAT teams has increased since the 1980s matching the growing threats of mass shootings in public spaces including schools, retail settings, theaters, and even grocery stories in other areas of the country.

Commissioners will also receive an in-person update from Chaffee Housing Authority (CHA) Executive Director Ashley Kappel on CHA programs and progress.

Convening as the Chaffee Board of Health, the BoCC will review a request from applicants Christopher Plakorus & Laura Plakorus to allow the installation/replacement of an existing water cistern, as it is the only reliable source of water at this property, located at 10685 County Road 240. The residents say the existing water cistern is cracked and leaking.

The BOCC has three land-use topics on the agenda for the meeting:

  • Elements Landing Subdivision Exemption, Salida is a subdivision exemption for public benefit to create one new lot on Industrial and rural-zoned property located at 9000 CR 140, Salida. Applicant Chavara Ranch LLC (being represented by Elements Mountain Compost LLC, Julie Mach). The newly created lot would be located at the northwest corner of the property on land that is zoned Industrial. Diverting waste from the Chaffee County Landfill is the public benefit that is being proposed with this application. This newly created lot would be served by a commercial on-site wastewater treatment system (OWTS) and a commercial well.
  • The review of the Timber Creek Major Subdivision Final Plat presented by TCR Subdivision LLC led by Walt Harder, is located on land zoned rural, at8315 CR 160, Salida The project is a subdivision of 184.27 acres into 70 lots with 133.66 acres to be conserved as open space in perpetuity. Shared wells and individual on-site wastewater treatment systems would serve the proposed properties.
  • Discuss and Approve the County Attorney’s Office to Prosecute Code Violations at 22720 Highway 50.

Convened in its role as the Chaffee County Board of Equalization, it will address two issues. It will first review the Personal Property Declaration Report from Chaffee Assessor Rick Roberts, then will consider an urgent request from the offices of Senator Mark Baisley and Representative Julie McCluskie to provide a letter of approval reverting the time period for taxpayer appeals.

Near the end of the last legislative session, it was discovered that a loophole is now projected to impact all Colorado property owners with substantial property tax increases in the next calendar year. While a partial fix is in the works via a November ballot question to residents, property owners across the state are already objecting to their projected tax increases.

Reconvened as the County Board of Commissioners, the BoCC will consider a request (continued from June 20, 2023)  from applicant Joe Cooper, for acceptance of a major subdivision application during its continuing, temporary moratorium. Consideration will include a review of Resolutions 2022-41 and 2022-74.

The BoCC is expected to adjourn into executive session to receive legal advice pursuant to C.R.S. § 24-6-402(4)(b)  on Colorado Department of Public Health and Environment (CDPHE) Consent Order for Chaffee County Landfill. Following the executive session it is expected to reconvene to consider accepting the CDPHE Consent Order for the  Chaffee County Landfill.
