Beginning at 6:00 p.m. on December 6, the Salida City Council will host a work session with two primary items on the agenda:

  • Personnel Manual Update
  • Franz Lake Management

City Administrator Drew Nelson will lead a discussion as part of the annual review of the City Personnel Manual.  Staff is proposing changes to modernize the Manual to meet 2022 standards as well as match holidays with other governmental agencies in Chaffee County for the convenience of the public. Areas of proposed change include Standby Compensation and Paid Holidays.

With Standby Compensation, staff is proposing changes in order to remove the fixed lump sum rate in lieu of an hourly rate of compensation.  Regarding Paid Holidays, to match services with both Chaffee County and the Town of Buena Vista, staff proposes that the Personnel Manual be modified to include the new federal holiday of Juneteenth and the Colorado state holiday for Cabrini Day, as well as the two days prior to both Christmas Day and New Year’s Day.

Parks and Recreation Director Diesel Post will then update council members on the impacts of a Colorado Parks and Wildlife (CPW) directive that their lands (including Franz Lake in Salida) are to be managed by the CPW specifically for the benefit of wildlife. The result meant that all people who use state wildlife land must possess a hunting or fishing license in order to be on CPW land.

With high community use of Franz Lake and nearby Sand Lake for hiking, picnics and other non-wildlife related uses, this placed an unexpected burden on the community.  CPW officials then reached out to municipal staff to begin exploring changing the managing agency for that land from CPW to the City of Salida.  Post will review the costs of such a proposed change and seek council member input to help resolve the issue.

Rounding out the agenda, discussion will focus on Salida Boards and Commissions representatives and will conclude with an orientation for council members.

Editor Note: Cabrini Day is Colorado’s replacement for Columbus Day.  It was signed into law in 2020 and is celebrated on the first Monday in October.
