The Buena Vista Board of Trustees (BV BoT) will begin their meeting at 5:45 p.m. on Tuesday, December 12 in the Buena Vista Community Center (715 East Main Street). The meeting will begin just over an hour earlier than usual to allow the board to move into executive session to complete evaluations of the town administrator, treasurer, and clerk.

The regular meeting will resume at 7:00 p.m. with the Oath of Office for Police Sergeant Megan Mitchell and Police Officer Cody Tyler. It will include the final public hearing on the 2024 Town Budget, which has been the focus during the last several BOT meetings. Resolutions to adopt the 2024 fee schedule with updates and to adopt the 2024 budget will be considered after this hearing.

Tuesday’s meeting promises to be quite full as the Board works to handle housekeeping in anticipation of canceling the later December meeting due to the holidays.

Other business items include:

  • The public hearing for the second reading and adoption of the building code ordinance to update various building codes to 2021 standards.
  • Consideration to approve awarding Swiftwater Solutions LLC the bid for engineering services to prepare and update the water conservation plan proposal.
  • Consideration to approve a professional services agreement with Star Playgrounds to provide equipment for Billy Cordova Memorial Park.
  • Possible approval for publishing a Request for Proposal for the comprehensive plan.
  • Consideration of a resolution to approve the professional service agreement between the Town and Dibble & Associates Consulting Engineers to continue their services for the BV airport for the next five years (until 2029).
  • Discussion and possible approval of canceling the BOT meeting scheduled for December 26.

The Consent agenda includes minutes from the November 28 BOT meeting, Trails Advisory Board, Planning & Zoning Commission, and Airport Advisory Board. It also includes the Town Clerk report and adoption of the following three resolutions:

  • Authorizing participation in 3M and Dupont PFAS Public Water System Settlements;
  • Approving a utility easement agreement with Collegiate Commons, the Colorado Housing and Finance Authority, and the State of Colorado for service to the Carbonate Street Apartments project;
  • Approving the subordination agreement with Collegiate Peaks Bank and Carbonate Street Apartments for the project.

Staff reports are expected from the police chief, planning director, and public works director.

According to the agenda, the BOT meeting will conclude by moving into executive session “to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators, pursuant to C.R.S. § 24-6-402(4)(e), concerning the Topside Annexation.”
