Consider it nearing the end of the very beginning of the Chaffee Land Use Code Revision work. Module I has taken months of work for the Planning Commission, the staff and the Board of County Commissioners to reach this point.

The Tuesday, Oct. 11 meeting of the Chaffee Board of County Commissioners (BoCC) will include their final review of major portions of Module I of the new Chaffee County Land Use Code (LUC); including consideration of Resolution 2022-67 (Land Use Code Module One Text Amendments as Approved).

The BoCC will consider Land Use Code Text Amendments for the last section of Private Lands Camping. Since August, there have been at least four public hearings on its new segment of the LUC already. It should be noted that public comment closed on this item on September 28, 2022.

Three development proposals of different sizes and scopes are on the agenda:

  •  Yunikar Agricultural Subdivision Exemption — The BoCC will review the Yunikar Agricultural Subdivision Exemption, which was continued from Oct. 4, 2022, not due to any problem with the application, but because it had been mislabeled as a heritage water subdivision and the paperwork needed to be corrected before the BoCC would act on it.

The request by William Yunikar, is to subdivide an 85.4-acre rural parcel into three tracts. Tract 1. of 6.79 acres containing the existing horse arena. The remainder Tract of 78.43-acres is designated as Tract 2 of 36.01-acres and Tract 3 of 42.42 acres, with the creation of Tract 2 and 3 being exempt from Chaffee County Subdivision regulations as they are over 35 acres in size.  Wells and on-site wastewater treatment systems will serve the property.

  • The Divided Sky Estates Major Subdivision Sketch Plan is on the review agenda. Owned by Meaghan Richmond, it is located at 6025 Archery Lane in Salida. The proposal for this residentially-zoned parcel of 38.36 acres is a major subdivision of 16 lots, each with individual wells and on-site wastewater treatment systems.
  • The Ogden Major Subdivision Preliminary Plan-Final Plat located at 12806 CR 190E outside Salida is the third major development to be reviewed. The proposal by applicants Ralph and April Ogden would subdivide Lot 2 of the Ogden Heritage Water Subdivision Exemption of 20.14 acres into five lots, all approximately 4.0 acres.  Wells and on-site wastewater treatment systems would serve the property.

The BoCC will review several contracts for approval: A contract for the Chaffee County Visitors Bureau Agreements with Miles Media Partnership, a contract for Public Health with Cartvertising in the amount of $17,400, and a contract Amendment Number Chaffee-2022-1  with Colorado State University. The amendment will extend the Chaffee Common Ground Fund- Methodist Front Wildland Urban Interface Forest and Watershed Health Restoration Project to December 31, 2023.
