The Chaffee Board of County Commissioners (BoCC) will consider the second reading of a proposed ordinance adopting regulations concerning the application and licensing, permitting, or operation of short-term rentals (STRs) in unincorporated portions of Chaffee County during their Tuesday, Sept. 7 BoCC regular meeting.

There is nothing on the busy  agenda to indicate that there will be a public hearing regarding the topic, although there was no public hearing on the topic with the first reading of the draft resolution a few weeks ago on Aug. 3.

For that meeting the topic agenda read:

Introduction and First Reading of Proposed Ordinance Adopting Regulations Concerning the Application and Licensing, Permitting or Operation of Short-Term Rentals in Unincorporated Portions of Chaffee County.

021-07-26_DRAFT 2021-02 Short Term Rental Ordinance Draft

Rather than analyze the situation by geographic area, or at least by county commissioner ward, the resolution sets a flat-six percent of total housing in unincorporated Chaffee County that can be licensed as STRs.

Earlier, the county set a 180-day moratorium on STRs, to allow it time to develop a position on the issue, which is (to put it mildly) controversial.

The county’s resolution makes no reference to the fact that there are clusters within the county that far exceed that six percent average figure, including north of Buena Vista, Chalk Creek Canyon, and Maysville. In some of those areas, residents are sounding the alarm that their full-time residences are now surrounded by rental places where people come and go, and the sense of rural community is disappearing or gone.
