The Salida City Council (SCC) will hold a joint work session and regular public meeting this evening, Tuesday, October 3, starting at 5:00 p.m. in Council Chambers at the Touber Building, 448 E. First Street.

On the agenda for the work session are two items: first, a discussion of strategic planning priorities for the remainder of the year and into 2024, derived from the SCC’s two-day retreat in June 2023 with City staff and other elected officials.

The second item relates to Short-Term Rental (STR) taxation and fees: specifically, how the funds collected from the STR license permit fees, as well as the STR lodging taxes collected, would be applied to affordable housing projects, which was the goal and purpose of Ordinance 2022-17.

This Ordinance put Ballot Questions 2A (imposing a $1,000 annual licensing fee on all STRs within the City limits) and 2B (which raised the occupational lodging tax on STRs to $15 per night per room). Both 2A and 2B passed in the November 2022 election.

Citizen backlash as a result of the imposition of the fees, resulted in a petition and Citizen’s Ordinance to scale back the fees and lodging tax, which resulted in turn in Resolution 2023-26. This will put the matter before Salida voters again in the November 2023 election. Interim City Administrator Christy Doon is presenting the SCC with an evaluation of various iterations of the STR tax structure, and how revenue would be affected for affordable housing projects.

At their regular meeting, the SCC will hold a public hearing on the 2024 draft budget, and consider three resolutions and one ordinance:

Resolutions 2023-40 will authorize an Intergovernmental Agreement (IGA) on the Colorado Opioid MOU and the allocation of funds between Chaffee County and its municipalities.

Resolution 2023-41 will update the Inclusionary Housing Fee-in-Lieu structure in the city’s fee schedule;

Resolution 2023-42 will certify delinquent utility accounts to the Chaffee County Treasurer.

Ordinance 2023-13 will authorize financing the new fire station with Certificates of Participation.
